FDA (Food and Drug Administration) of USA does have strict standard for food and drug. China also has standard for food and drug, but the standards are often not well controlled as in many developing countries.
If you go to American market, there are only two or three brands for baby milk by a handful producers. If you go to Chinese market, there are tens or hundreds of brands of baby milk. It is more difficult to check the quality when there are too many producers. Some greedy small producers always want to make quick money by lowering quality standard.
