It is normal that China needs to save money for infrastructure investment because China's infrastructure was too poor while America and EU infrastructures were well built. China needs investment to build houses, road, bridges, etc. and allows more peasants to move to the cities while Western countries have been urbanized for several decades.
If China does not save money for investment, they will remain poor forever.
