This article is from the web site for Tibet independence, so it could have some exaggeration. The kids in the picture of the article seem quite relaxed. It does not look like that they had just gone through shooting or other life-threatening events.
China-India border is open, If Tibets want to leave the county, they can go to India by pretending to do border trade.
