You are both correct. The game can be played in a browser window, or you can choose to play fullscreen. In both cases it runs on the same codebase on idTech 3 (previously the Quake 3 Engine).

In windowed mode, it runs just as smooth as if you had alt-enter'd your Q3 but instead of being able to drag the window around, the game is be embeded to the QuakeZero website from which you launched the game (you may drag that window around if you wish).

It's the best of both worlds.
