Even you don't know the difference between invention and innovation. You are talking some numbers that are from your imagination. Check this list and you will find that the number of international patent filling per capita of China is four times of that of Romania in 2007.

Communism was responsible for only a small part of China's failing in last two centuries. Before communist took power in China, China even could not make a bicycle. That was why Japanese dared to invade China. Romania actually was quite good and was able to make fighter plane before WWII.
