Central heating is a standard facility in the north of Yellow River. In southern China, heating is not needed because temperature never or rarely drops below 0 C. The difficult area is located in the south of Yellow River and north of Yangtze River, where temperature may occasionally drop below 0 C. People living in those regions have to use electric heaters if they want heating and can afford electricity bill. Air conditioners that can provide heat are increasingly popular now. Although the temperature in Shanghai is higher than in Beijing in winter, living in Shanghai is more difficult than living in Beijing in winter because Beijing has central heating but Shanghai does not.
In US, the monthly bill for heating per house in winter is typically several hundred dollars. The temperature is always kept at about 25 C. In California, the temperature never drops below 0 C and it never snows, but heating facility is a standard for houses. People only wear shirt at work. That is why US consumes so much energy per capita.
